A draft Traffic Safety Action Plan (TSAP) will be posted for review and comment on April 17, 2025.
Public Involvement
Input from the public and representatives of the communities in the study area – Quad Cities, Kewanee and Muscatine - are needed to finalize the TSAP. A Virtual Public Meeting will be held Thursday, April 30, 2025 5:00-6:30 p.m. The study team will be in attendance and ready to answer questions and address public comments on the plan. TSAP and Zero Vision
Using a Safe Streets and Roads for All (SS4A) Grant from the U.S. Department of Transportation (2023), Bi-State Regional Commission has been working with a Steering Committee from the Quad Cities area in Iowa and Illinois, as well as Kewanee, Illinois, and Muscatine, Iowa and consultant team to assemble the plan. According to the Federal Highway Administration (FHWA), a TSAP is a "powerful tool to prioritize traffic safety improvements and justify investment decisions." The goal is simple: to ensure people can reach their destinations safely.
In the last decade, more than 2,500 crashes per year have occurred on average in the Quad Cities, Iowa/Illinois, Kewanee and Muscatine. Of these crashes, there is an average of 24 fatalities and 150 major/incapacitating injuries per year. These are individuals who will no longer be with their families or part of our communities as a result to fatal crashes. The SS4A goal supports these statements:
- Deaths and Serious Injuries are Unacceptable
- Humans Make Mistakes and are Vulnerable
- Traffic safety is a shared responsibility, and
- Safety is proactive
Crash prevention is a critical path to the Vision Zero.
Next Steps
The TSAP is expected to be completed in May 2025, and the Vision Zero is anticipated to be supported by area cities and the counties. This is a key opportunity for public input to make an impact and save lives.
