The cornerstone of Bi-State's economic development planning assistance is the Comprehensive Economic Development Strategy (CEDS). Through the CEDS planning process, communities across the Bi-State Region create an overarching plan to guide and coordinate economic development.
The CEDS is fully updated every five years, with progress reports in between years. Bi-State has completed a draft of the 2026 CEDS and it is now available for public comment. Please submit your comments to Lisa Ahern by April 22, 2026.
