Transit planning includes working with human services agencies, transit operators, local governments, and the public to better coordinate existing transit program and to identify funding to expand and or improve service delivery and coverage. All with the purpose of better serving riders who use public and private passenger transportation services. Input from these groups is used in updating the Bi-State Region Transit Development Plan, a four-year program of transit needs, goals and projects for a six-county area, including Henry, Mercer, Rock Island Counties, Illinois, and Muscatine and Scott Counties, Iowa.
An annual summary of changes to the TDP is finalized in the spring of each year and provided to the Iowa Department of Transportation as required. Updates are shared with the respective Transportation Technical and Policy Committees. A full update of the TDP is prepared every three years and is reviewed by the metropolitan Transportation Technical and Policy Committees in cooperation with other regional groups, Region 9 Transportation Technical and Policy Committees and Region 2 Advisory Committee. Information is also provided to a group of passenger transportation stakeholders, Regional Transit Interest and Advisory Group, for comments and input. Transit summits are held periodically to solicit comments on human services coordination related to transit and passenger transportation issues. These are rotated around the Quad Cities Iowa and Illinois, as well as in Regions 2 and 9.

Bi-State Region Transit Developmen Plan, 2023
In 2022 and 2023, staff at Bi-State Regional Commission collected data from myriad sources detailing various transportation, demographic, and economic information on the Greater Bi-State Region for the purposes of quantitatively analyzing the regional transit network. This Transit Accessibility Analysis provides insight into areas and populations that may or may not be served adequately by public transportation. The GIS (geographic information systems) based analysis evaluates demographic and economic data against transit network realities. Transit routes, bus arrival times, and pedestrian accessibility are included in the transit dataset.
